Kelly Collins was born and raised in Deerfield, Illinois. Kelly is a graduate of Georgetown University Law School, and completed her undergraduate work at the University of Illinois, where she graduated Phi Beta Kappa. She was admitted to the Illinois Bar in 1991.
From 1991 to 1992, Kelly served as staff attorney for Lake County Court Administration, where she wrote memoranda of law, legal briefs, and performed legal research for the Lake County Judiciary. Kelly served as a Senior Assistant State's Attorney in Lake County form 1993 through 1998. During that time, she prosecuted a wide array of criminal offenses, including DUIs, felony sex offenses, reckless homicides and murders.
In 1998, Kelly joined the Illinois Attorney General's Office, where she pursued civil commitment of high risk sex offenders. In 2000, Kelly was promoted to Chief of the Sexually Violent Persons Bureau. As state wide bureau chief, Kelly supervised the prosecution and civil commitment of many of Illinois' most dangerous sex offenders. In addition, Kelly drafted legislation pertaining to sex offenders and spoke before the Illinois General Assembly on a number of occasions.
Kelly has extensive litigation experience, and has completed over 80 jury trials. In addition, she served as faculty for the American Prosecutor's Research Institute, where she lectured and trained prosecutors throughout the country. Kelly is a member of the Lake County Bar Association and the Illinois State Bar Association. She resides in Lake County with her husband and daughter. In her spare time, Kelly enjoys yoga, cooking and traveling with her family.
